A shared-kit milestone with a listed $10,000 unlock fee.

A level requirement and an unlock fee are separate from the price of buying an item. For example, the AK74 appears at Assault / Infantry level 3 with a $10,000 group unlock fee; its WDGuide store price is $1,600.
